State Statistics Service of Ukraine and Microsoft Ukraine Sign Memorandum on Cooperation in Digitalization of Statistics and Implementation of AI-Based Solutions

Kyiv, October 20, 2025 – The State Statistics Service of Ukraine and Microsoft Ukraine have signed a Memorandum of Understanding.

The agreement marks a new stage of cooperation between the State Statistics Service and Microsoft, shifting the focus from ensuring resilience during wartime to actively implementing innovations and digital solutions in the field of statistics.

The Memorandum provides for collaboration in modernizing statistical infrastructure and developing centralized data platforms, optimizing the State Statistics Service’s business processes, and widely implementing cloud and hybrid technologies, artificial intelligence, and machine learning. It also includes developing data protection systems and new tools for employee interaction and training.

“At the beginning of the war, our priority was to maintain the continuity of statistical production. Today, it is time for innovation. Microsoft solutions will help not only to modernize infrastructure and protect data but also to make statistics more user-friendly, transparent, and understandable for businesses, the government, and citizens. This Memorandum is about partnership and a shared vision of what modern European statistics should be,”
said Artem Rudko, Deputy Head of the State Statistics Service for Digital Development, Digital Transformation, and Digitalization.

A strong statistical system helps businesses navigate, enables the government to make informed decisions, and allows society to develop. emphasized Leonid Polupan, General Manager of Microsoft Ukraine.

The Memorandum lays the foundation for a long-term partnership centered on a shared goal — to make Ukraine’s official statistics modern, digital, and user-friendly. The first joint AI-based projects in the field of statistics are expected to be presented in the fall of 2025.
