The State Statistics Service of Ukraine (Ukrstat) has published the document "Ukrstat 2.0. Strategic Vision for Development 2026–2028," which sets out the long-term vision for the institution's transformation and lays the conceptual groundwork for the future Ukrstat 2.0 Strategy.
The Strategic Vision was developed by the State Statistics Service team, together with the Kyiv-Mohyla Business School (KMBS) and the Kyiv School of Economics (KSE), along with strategic management experts, scholars, researchers, and analysts. This approach enabled the combination of internal expertise with an external professional perspective, while also taking into account international practices and the expectations of official statistics users.
The document's place in the strategic planning system
The Strategic Vision is a logical continuation of the Programme for the Development of Official Statistics through 2028, approved by Resolution No. 989 of the Cabinet of Ministers of Ukraine dated September 15, 2023. The Programme sets out the priority areas for the development of Ukraine's official statistics system, while the new document details the transformation of the State Statistics Service – its role, priorities and approaches to development amid European integration, the digitisation of statistical production, and the growing importance of data for public governance.
Architect of the national data ecosystem
The Strategic Vision defines the State Statistics Service as the architect of the national data ecosystem, a modern producer of official statistics, and an innovator within the European Statistical System.
This positioning reflects changes taking place within the statistical system. Today, data is collected, processed and disseminated by numerous participants: public authorities, research institutions, analytical centres, private data companies and other data producers. A significant share of information is now created and used outside the scope of official statistics, giving rise to a new model of interaction and data exchange.
The role of data architect involves strengthening the State Statistics Service's functions in shaping common approaches to data management, developing standards and methodology, ensuring data quality and interoperability, and coordinating among data producers. At the same time, the State Statistics Service retains its core function as a producer of official statistics.
Contents of the Strategic Vision
The document sets out the long-term vision for the development of the State Statistics Service, its mission and values, and the main areas of transformation aligned with current challenges and European approaches.
The Strategic Vision is built around five interconnected objectives:

Data architect – developing a data management system and strengthening the State Statistics Service's coordinating role within the national data ecosystem;

Better products – creating modern statistical products that meet user needs and align with international practices and European standards;

Digital infrastructure – digitising statistical production, integrating data sources and implementing modern digital solutions;

People-centred statistics – ensuring the accessibility, comprehensibility and usability of official statistical information;

Institutional capacity – developing an effective management system, organisational culture and professional team.
The strategic objectives span all stages of statistical production in accordance with the Generic Statistical Business Process Model (GSBPM), developed under the auspices of the United Nations Economic Commission for Europe (UNECE) – from identifying user needs and collecting data through to dissemination, evaluation and continuous process improvement.
Harmonisation with European standards
One of the key areas for implementing the Strategic Vision is the phased introduction of European statistical legislation requirements and the principles of the European Statistical System. The document envisages developing a quality management system for statistical production and harmonising methodology, classifications and statistical processes with European standards.
This will ensure the comparability of Ukrainian statistical indicators with those of European Union countries, expand the scope for their use in international comparisons and in the negotiation process on Ukraine's EU membership, and support evidence-based decision-making on the country's recovery and development.
The Strategic Vision also envisages the introduction of modern approaches already applied by European statistical offices, including the wider use of administrative and alternative data sources and the development of digital tools and modern formats for disseminating official statistics. Among the State Statistics Service's core values is the professional independence of statistical production from external influence – a fundamental principle of the European Statistical System.
The next stage will be the development of the Ukrstat 2.0 Strategy, which will include a roadmap for implementing the strategic objectives, a system of key performance indicators, target metrics, and mechanisms for regular monitoring of implementation. This will ensure the consistent realisation of the defined priorities, effective change management, and the ability to assess progress based on measurable results.
