The State Statistics Service systematically transforms the official statistics system to meet the needs of the state, businesses, communities, and society, as well as the requirements of the European Statistical System. This work is based on modern strategic planning, which combines a long-term vision for development with specific tools for implementation.
The guiding document for this development is the Program for the Development of Official Statistics through 2028, approved by Resolution No. 989 of the Cabinet of Ministers of Ukraine dated September 15, 2023.
The Programme sets out the priority areas for the development of official statistics in Ukraine, in particular, the harmonisation of the national statistical system with international and European norms and standards, digital transformation, and the openness and accessibility of statistical information.
To implement the Programme, the State Statistics Service is developing the “State Statistics Service 2.0” Strategy, which sets out ways to implement it effectively, the organisation’s vision for development, and approaches to implementing transformational changes.
The Strategy sets out the State Statistics Service’s vision, mission and values, and defines five strategic objectives:
· Data architect – building a modern data management system and strengthening the State Statistics Service’s coordinating role within the national data ecosystem;
· Better products – developing statistical products in line with user needs and European standards;
· Digital infrastructure – digitising statistical production, integrating data sources and developing modern services;
· People-centred statistics – ensuring the accessibility, comprehensibility and practical value of official statistics;
· Institutional capacity – developing a modern organisation, a professional team and an effective management system.
Thus, the State Statistics Service’s strategic management system is structured according to a single logic:
The Programme for the Development of Official Statistics up to 2028 sets out the strategic priorities for development.
Based on this, the “State Statistics Service 2.0” Strategy is formulated. It sets out the vision, areas of transformation, and strategic development objectives for the organisation.
The implementation of the Strategy is ensured through the roll-out of individual projects for key transformations and the achievement of objectives using the Objectives and Key Results framework within the scope of the State Statistics Service’s activities.
