Methodology and definitions

Export of goods is a customs regime, according to which Ukrainian goods are released for free circulation outside the customs territory of Ukraine without obligations regarding their re-importation.

Import of goods is a customs regime, according to which foreign goods are released for free circulation in the customs territory of Ukraine after payment of all customs payments established by the laws of Ukraine for the import of these goods and completion of all necessary customs formalities.

Data on the statistics of foreign trade in goods are formed on the basis of administrative data of customs declarations (State Customs Service of Ukraine), certificates on export-import of natural gas

(JSC "Naftogaz of Ukraine"), as well as forms of state statistical monitoring of export-import of goods purchased in ports.

Accounting for goods is carried out at the moment when they are imported into or exported from the economic territory of the country. The borders of the country's statistical territory coincide with its economic territory.

To account for the export-import of goods, the Ukrainian classification of goods of foreign economic activity (UKT ZED) is used: http://ukrstat.gov.ua/klasf/nac_kls/op_ukzed_2016.htm

The statistical value is calculated by converting the value of goods into US dollars at the exchange rate set by the National Bank of Ukraine on the day of issuing customs declarations. For goods that are submitted according to the statistical report, the value of the goods is converted into US dollars at the average quarterly exchange rate, calculated on the basis of the daily official exchange rates established by the NBU.

During the period of introduction of the legal regime of martial law in Ukraine, information based on the results of state statistical observation on foreign trade in goods is formed by state statistics bodies for Ukraine as a whole and regions, by commodity structure (information is not formed by geographic structure).
